Recently, my concern has been provoked by an issue: ******* (country name) is developing Artificial Intelligence (AI) roadmap and ethics guidelines to attrack major foreign investments. Ironically, this ambitious planning is not balanced by a proper regulatory framework, especially the statutory law (laws/acts), which obviously undermine its governance.
I am truly conscious that as the bachelor of laws, "rechtsvakuum" condition is unacceptable because it is not aligned to the state concept of "rechtsstaat", which stipulated in Article 1 Constitution of *********. In the meantime, the poor governance as the result of the laws absence certainly will affect the legal protection of key areas, such as civic rights and safety of investments. It also could harm the state's souvereignty in the terms of digital defence and security, since the exposure for cybercrimes or even cyberwarfares will be significantly elevated.
These adverse consequences will be aggravated by *********'s geographical setting as part of Global South, which are widely apprehended to be soft target for AI "beta testing grounds". Meanwhile their powerful counterparts, Global North, have initiated proactive measures to address its challenges and prevent all of its related possible scenarios, Global South generally are still struggling to establish some basic things like legal foundation or core infrastructures, which make them the most vulnerable party amid AI foster revolution. They will not only become the participants in a strange game, but also become the object of the game themself.
As a legal analyst whose working for the core governmental legal agency, I definitely acknowledge that the opportunity to advocate the issue through legal opinion containing comprehensive analysis about the urgency of AI Laws, including its scopes and objects, regulatory targets, appropriate legal contents and enforcement methods are accessible. However, shaping this full scale analysis requires comprehensive understanding in AI governance, security studies, and geopolitical paradigm in order to offer a precise resolution. Besides, undergraduate degree is deemed insufficient to leverage and convince this issue to my government.
According to my analysis, ILSPSD Programme is the most ideal trajectory to satisfy my prerequisites - comprehensive knowledges and academic legitimacy, at least for two reasons:
First, the courses structure offers rigorous analytical frameworks which will unlock the opportunity to explore the definitive settlement for AI legal framework, especially for Lüneburg - Barcelona - Lisboa's Mobility Track. I strongly believe that a thorough comprehension about security studies, either from legal or political perspectives, will be shaped and sharpened through LL.M. Study Track in Leuphana University and in-depth international security learning in the world's educational epicentrum of politics and security, Institut Barcelona d' Estudis Internacionals, along with initial insights about AI by modules like Artificial Intelligence: Ethics and Governance. Meanwhile, my exploration will be finalised in Universidade NOVA de Lisboa via special modules, such as Cybersecurity and Governance and Emerging Technologies: Governance and Regulation, and enriched by fascinating subjects like Intelligence and Strategic Analysis.
Second, the reputation of Erasmus Mundus Joint Master as the widely renowned prestigious programme will satisfy my academic legitimacy mentioned before, in order to enhance my bargaining position. Evenmore, the multi mobility design to the European states which were shaped by distinct historical experiences of world rulings, dominancy's shiftings, dynamical security situations, until technologies transformations.
I am confident that the combination between previous academic performance and professional engagement had paved a solid foundations for my study. My occupation as legal analyst for almost a decade had developed my capacity for structured research, policy interpretation, and critical evaluation of institutional practices. My journal entitled "The House of Representative's Position within the Polemics of ******* - *********'s Bilateral Treaties", along with several articles, the undergraduate thesis, and numerous analytical documents produced throughout my career had demonstrated my writing, reasoning, and problem structuring skills.
Several related skills being sharpened in parallel to my career, as mentioned in my CV, will also priceless for supporting both of my personal and academic lives under multi-national student's atmosphere. After completing my study in this programme, I will be fully prepared to design a strategic plan to execute the legal and institutional framework establishments related to AI governance and propose it to the Minister of Law, who is the head of my institution and also the direct policy maker in the law field below the President. This plan will support the profound legal analysis about the urgency of AI Laws mentioned above, as the preliminary action to advocate the enactment of a robust yet accommodative regulation for AI governance.
