IELTS test: newspaper letter - "best neighbor in the area" competition.

The local newspaper is holding a "best neighbor in the area" competition. Write a letter to the newspaper to recommend your neighbor for this competition. In your letter,

1. Introduce yourself
2. Say whom you are recommending
3. Explain why this neighbor should be the winner of this competition

Dear Sir or Madam,
I am writing this letter with reference, my neighbor Mr. Robert, to the competition organized by your news paper, "Best Neighbour In The Area"

I am a resident in 88 Hill street and I have been living in this neighborhood for 20 years. I got to know Mr. Robert many years ago after I had just moved in this area. His excellent characters on several aspects such as enthusiasm and kindness took me by great surprise. In the first place, he always helps an old lady living nearby cross the road, which makes him late to go to work. Secondly, I have never met a young person so kind to teach new migrants English free of charge.

Now, Mr. Robert is intending to apply for your prestigious competition for a chance to win that title. It is both my pleasure and honor to write this recommendation letter for him, and I guarantee the truthfulness of all that I have said about him. Thus, I wish to recommend my immediate neighbor Mr Robert to win this title because I have a strong belief that he would be the most suitable candidate for the same and please feel free to contact me if you have any further questions.

you are writing for a letter to recommend your neighbor not your tutor or teacher.

you should focus on what he did to prove he is a good neighbor not a good teacher.

like he helped a very old lady cross the road, or helped someone to find her cat or dog, or he did some good things for the community.

I got to know Mr. Robert a few years ago, while I was studying in a computer-related class, in which he was my tutor.

Whilesubject + verb, (comma)subject + verb.
Subject + verb,(comma)whilesubject + verb.

His excellent performances on several occasions such as team work and English skills took me by great surprise.

And is used as a connector with balance grammar which is used.
eg; I am reading and writing. | I work and study.

Secondly, never had I met a young tutor speaking English so fluently and accurately.

I have never met a young speaking english tutor which has good fluency and accuracy.

Thank you for your reply that was very helpful, but i dont understand a sencence shown in the below due to my poor English.

What's meaning by "for the same " on the end ?

For the same titile ?

he got excellent personality

currently/recently, Mr Robert is intending to apply for your prestigious competition for a chance to win that title .
but it's not make sense, if he just intend to do it, which means he has not apply for it.

it is little bit hard for me to develop that topic so i just read some articles and pick some points and put them togather
