Character restrictions are very difficult to deal with.
Yes, they sure are. So, you say spaces ARE counter as characters.

Well, if you are preparing for TOEFL, you need to know all those details about the exam. Google for TOEFL material and you find loads of important information about the exam. It is always better you do your own research :)
TOEFL INTEGRATED - Word count - minimum 200 words (20 mins)
TOEFL INDEPENDENT - Word Count - minimum 300 words (30 mins)
