Is soaring petrol price the best way to tackle traffic congestion and pollution?

The following question comes from Cambridge IELTS book 8.
"Increasing the price of petrol is the best way to solve growing traffic and pollution problems.
To what extent do you agree or disagree?
What other measures do you think might be effective?"


Some people believe that soaring petrol price is the best way to tackle traffic congestion and polluted issues. However, I do not agree with a significant rise in petrol prices would lead to a decrease in use of private cars and thus to pollution reduction due to some reasons.

First, there is no doubt that petroleum is one of the natural resources consumed most in our lives such as central heating system, manufacturing products, and especially transport people or goods from one place to another. Moreover, nowadays, people all over the world tend to use their own vehicles because of its greater comfort and a necessity. It can be denied that due to higher costs needed to transport goods and commodities, the prices will also ascend accordingly, which will consequently increase the financial burden to manufacturers, above all , affect severely to people with a lower income. Eventually, the transportation and pollution problem will not be solved.

Second, that increasing in petrol price will not make people stop traveling. The fares of public transport will also rise in response to the increase of fuel price. Provided that people have to pay extra money to use public transport, they are less likely to abandon their private vehicles instead of catching public transportation like bus, train, etc. Furthermore, I have seen no sign of changes and decreasing traffic and pollution in any reports yet as a result of hiking petrol prices. This is persuasive evidence that increasing the price of petrol would not be the best way to resolve the issue.

To bring down the amount of traffic congestion and pollution, I strongly believe that other various measures would appear more remarkably constructive. First, improving public infrastructure by lower price and state-of-the-art service can encourage people to consider public transport as their first choice when going outside. The second way could be vehicle restrictions in some areas in the city where the traffic is heavier, which is related to payment for parking. By implementing this, people would have to choose other ways of travelling which could be cheaper. In addition, more manufacturers produce many ecological protection type cars that are environmentally friendly fuels.

As has been shown above, although rising petrol prices appears as an attractive solution to transportation and pollution, other measures should be taken in to account.
