PhD Topics Informal sector - research proposal and ideas?

Thanks guys for all your input.I would like to pursue PhD researching on the Informal sector in Southern Africa and how they can be a source of poverty eradication.Does my topic make sense?Any ideas how I can frame the research proposal and also other topics regarding Informal sector.Will be attending Australian University.
