The vision of the Open Education Organization

Open Education Organization is dedicated to serve the needs of the Afghan women and girls in provinces by providing lifelong learning opportunities, empowering them to learn through distance learning, gain their self-steam, with the highest quality all with the support of a caring and capable group of adult education professionals locally and internationally and volunteers in an environment that is supportive healthy and safe.

Rationale/reason why the project is needed

By joining universities help students continue their studies through E-learning. Our focus is on those provinces like Kondoz which cannot attend university due to bad security. We will help disabled students who are deprived of continuing education and most girls get married after twelve grade and their families are conservative and won't let these women go to university. Besides, most of them cannot effort the university cost all reasons give hand to gather and the result is illiteracy of girls and women in Afghanistan.

The population of Afghanistan is 35.53 million. 20 million of this amount are women and girls.

OEO is determined to make the subjects of universities electronically. Also, running the professional courses in different majors which the universities are not able to practice due to lack of scientific sources. Holding online workshops for female employment for capacity building. The universities will give the degree for their students after finishing their study through E-learning. For those online classes certificate will be given depends on the level and duration of programs.

Different categories will provide the teaching, first, our group who are abroad now and interested in cooperating with OEO, second Afghan Scientifics in abroad, third those who have studied abroad through different scholarships and now they are here in Afghanistan. Fourth, professors of those universities which we are joined with them. Five, international professors who are willing to cooperate with us voluntarily (we will categorize and collaborating with these groups) and get them ready for teaching.

Are there online courses already available or will they have to be developed?
Distance learning in Afghanistan is forbidden and the ministry of education does not give reliable bachelor, master or doctoral through this. That is why up to now none of the organization was eager to implement and apply online education.

Organization and administration

What organization(s) will be responsible for designing, delivering and administering the programs? How much can you use existing organizations (e.g. universities, development agencies such as UNICEF, UNFPA, etc.)

We are interested in cooperating with the ministry of higher education. Ministry of higher education has a strategic plan, but our focus is on provinces which are deprived of higher education. Support and consolidation of talented students. Almost 85% are under the territory of the Taliban. We are worried about those girls who live in those provinces.

Since 2006 we made a student's organization since that time our group separated and everyone went abroad for higher education. Most of them are eager to collaborate with us now.

Our system is based on joining with public and private universities all over the country and activate the E-learning department and make them ready to work with OEO.

The rules of the education sector are updated, however, the management is traditional and we are struggling for seven months to get the agreement of ministry of higher education to be their partner but there is a huge bureaucracy. Fortunately, the advisor of the president in the administration of affairs agreed and declared his interest and is optimistic. Kabul university agreed as well as five other private universities in Kabul to cooperate with OEO. Also, the Afghanistan Council of Education is our technical supporter.

What do u see yourself doing and what are you expecting other agencies to do? Why would other agencies wish to work with you? What added value can you offer?

The biggest goal of OEO is to connect the higher education of Afghanistan to the world and all Scientifics of foundation as well as all types of universities. In the first five years complete and expand the OEO. I want to connect this by improving the level of education as well as travel to other universities all over the world and find the other educational opportunities and expanding the cooperation's of electronics' scientific education by implementing new and updated methods of education. As there are plenty of agencies cooperating with the ministry of higher education such as UNESCO and UNICEF. By cooperating and getting help from these agencies it is much easier and reliable to achieved mentioned goals. As they have valuable experience in the education sector.

How will the courses programs be marketed, especially given the conditions of the targeting in this province? How will they be enrolled in the programs?

As before mentioned we will start by provinces like Kondoz where students are enrolled in the university but do not attend and use the E-learning system to let them continue their education without any limitation and discrimination. By this, we not only encourage students but also families to let their girls continue their education.

What are the telecommunication costs likely to be for learners and the organization?

As our first target group is university students they use mobile and smartphones or at least they know these kinds of telecommunication equipment. However, we will get a survey to identify how many of them do not have smartphones. Because they are poor and can effort it Mostly by smartphones it is applicable in those provinces. In insecure provinces we are not sure can make learning centers as the Taliban will ruin everything related to education, but we will make local learning centers in Kabul as we have more liberal here.

Our central office is located in Kabul and cooperating and support the universities for implementations of program and expenses. Per semester each student costs 20$. And of course, as the number of students increase the cost will decrease. Meanwhile, as OEO will get fund the cost will decrease beside that services will increase.
