Research Papers / Quantitative Research paper-should same sex couples be allowed to adopt children [6]

Hello everyone. I have to do a 13 page Quantitative paper on "should same sex couples be allowed to adopt children" I have never done a quanititative paper and i dont kow how i should began this paper. I also have graphs that are due along with the paper. My question is, Should i began doing it as i would do any other term paper? If someone can help by giving me tips that would be wonderful.
