There is a need to address public health from both preemptive and preventive perspectives. What this means is that investment should first be directed at preventing illnesses through health education. Nevertheless, education on its own cannot fully prevent diseases. The population that ultimately gets infected needs a way to get cured. The second step, therefore, would be to invest sufficiently in appropriate medical technologies and procedures.
