Grammar, Usage / Harvard referencing in essays? [5]

Harvard referencing style question

Let's say that i have a long list of regulations that i want to cite in my essay. It is too long to put into the appendices. How do i cite it then?

I know you can just do text (source name, year) for in text referencing, but i mean including the link to the full regulations. Do i just include a link to the regulations in the appendices? The university's guide doesn't mention appendices at all...
