American government- Inherent powers and limited government

This is my essay prompt:
How do we reconcile the notion of inherent powers with the liberal government ideals of limited & representative government? How do we allow a government ostensible our servant to also be our master?

I understand the prompt however I don't know how I would answer it in an essay. What do I say,how do I start?
