I read the essay, Critiquing it for and against needs to be done in a systematic manner. In the first step you have to decide which side to join in the end, for the nuclear plant or against it. When this is done, offer for and against arguments. You have to make sure that in your critique paragraph you build up your case step wise (gradual) and in the conclusion connect all the major points of the various steps you constructed and make the conclusion in the last 2 sentences which would automatically be explosive as the reader would not be hit with any surprise and awkward conclusion but will have a well connected paragraph which would inherently be its own support.
