Thanks for your help. To some extend I am agree with you to give them a brief introduction about myself. However this is not SOP or Scholarship Cover Letter, this is only a letter to investigate is it feasible for someone who is studying at M.S to apply for M.S degree as an international transfer student. Totally I have added some more information. I have bolded the added part.

I am a freshman student of M.S of Geophysics-Seismology at Institute of Geophysics, University of Tehran.I received my B.Sc in Petroleum Engineering with my minor at exploration from Petroleum University of Technology. I am trying to apply for this university for M.S of geophysics as an international transfer student. I am seeking the opportunity to receive a TA or RA if it is achievable.
I will be appreciated if you give me some information about the process of admission for a transfer student like me and the needed documents and requirements.
