How do you make this sentence an active verb instead of a passive?

This goal was seldom achieved by most due to low wage jobs and discriminations based on race, religion and gender.

Since "the achieved by" is passive.

Most people seldom achieve this goal due to low wage jobs as well as racial, religious, and gender discrimination.

This keeps it at the same verb tense, if that was what you wanted.

yes, the point was just to change the verb from passice to active...i.e, eliminating any form of the verb "to be".

Most seldom is very awkward. "Seldom" implies something that, "most of the time does not happen." So you can write:
People Most seldom achieve this goal, thwarted by low-wage jobs and discrimination based on race, religion and gender.
