vocational training is the answer to unemployment among the youths:
Unemployment is the commonest problem among the graduates and other youths of today. A versatile number of graduates are being produced every year irrespective of the scarcity of jobs. The incumbent workers kept swearing affidavit reducing their normal age so as to remain in the office not caring about the virtuous graduates in the society. This has been treatening our economy and the well being of the country.

This simply means education or teaching in a given career or occupation. ie teaching someone a particular occupation.
