ABSTRACT
Social Enterprise role on Human Security through Social Capital building
Current Global Security context is critical, and multi-faceted. Globalization contributes to positive and negative problems which are interrelated politically, militarily, economically, socially, culturally as well as environmentally. Furthermore, the problems also carry out threats ranging from poverty, human trafficking, crimes, natural & man-made disasters, financial crises, international terrorism and increasingly intrastate conflicts which affect human life negatively. However, the fundamental matter is that modern threats are non-conventional and therefore, traditional counter measures needs to evolve.
In addition, as pointed out by Mahbuh Ul-Haq from United Nations Development Programme (UNDP). There is shifting recognition of the State Security concept (threat to state) to Human Security concept as a concept which focus to human and individual threat. Since a non-traditional security threat cannot be solely solved with isolation and conventional ways, therefore the non-conventional concept to solve the human security problems deserves special attention. As it is the gap of the knowledge needed to solve the problems.
For this reason, the author has caught and observed that despite the evolving global security threat and crises, there are also emerging potentials of Social Enterprise developed by social entrepreneurs, Social Enterprise an organization that delivers social goals by using business principles creatively to sustain its mission. The Social enterprise were developed by social entrepreneurs using creative innovation and aims to reduce social problems. In other words, Social Enterprise role is assumes to builds human security more sustainably. In this case, the study is narrowed down, focused, and limited particularly to Social Enterprise's Social Capital promotion, and by purposive case studies since the study regarding this is very limited.
Therefore the goal of the study is to explore how Social Enterprise could influence Human Security through Social Capital building. Through the direct field exploratory research and survey around several chosen case studies of ASEAN Social Enterprises, also interview with 20 people, and 120 respondents relate to the research study. Author uncover a phenomenon that Social Enterprise promoted strong social capital and as a result, it impact the development of human security. The observation also concludes that it will greatly reduces many social problems if supported with the environment such as government policy, society understanding, provided with incentives and regulation that support the growth of social entrepreneurs. Further research is suggested for the study on how Thai Social Enterprise Office (TSEO) in Thailand, and on how The National Innovation Council in India launched the India Inclusive Innovation Fund (IIIF). Moreover, on how more advance states like U.K & U.S.A promoted the growth of Social Enteprise through policy and regulation.
