How can I publish my research paper with ISSN number?

Please help me regarding publishing a research article in a referred journal as well as having ISSN number as required vide U.G.C rule for PhD degree.

you actually need to submit your article to a publisher such as Nature or Science and they will review your article and let you know whether it is accepted or rejected.

Without that step, you cannot get any ISSN number or anything similar to that to prove that your article has been published. As you know, school admission officers do actually look for the article via web because pretty much all schools have the access to well-known journal articles for free or very little cost.
