The unemployment rates of Japan has 2.5 % in March1993, then increased sharply until March 1996. In March 1997, it decreased slightly about just fewer than 4 % then increased sharply until March 1999 namely 5 %.
By contrast, during the same period of time, the percentage of unemployed in US fluctuated slightly in every year, started from March 1993 until March 1999. There were changes in the unemployment rate in the USA, as the figure about 5% until about March 1997.
