Well, your task is to determine whether established rules are too limited to guide people in real-life situations. The first thing you need to consider is how you feel about established rules; are there too many; are they too limited; are they not able to govern real-life situations (for example a speed limit of 60 is obviously ungovernable because people are going to drive at speeds, maneuver around each other, slow down for traffic, etc. So your task here should be to consider your opinion on "established rules" and how you think they work (limit) in real life situations. Do they or don't they? Do some work better then others? Explore the topic and write a good essay. Good luck!
I suggest that you can make the topic more specific. For example, confime it to a specific kind of people, like soldiers. It is right for soldiers to obey established rules? What can happen if so?
Or consider scientist, previous rules always tell them what cannot be done, like travelling faster than light is an impossibility. But scientific development always turn these impossibilities into possibilities.
Or consider a specific situation, should one obey traffic rules at any condition?
Maybe you can broaden horizons by doing so.
