I would suggest to start with an introduction talking about the general assignment. So that you first state major advances of both Tang and Song dynasty and later on compare them and then at the end have a conclusion of what the comparison of those two dynasties showed you. I come from Hongkong and have learnt something about your topic.
As I have learnt, there are two main advances in Tang and Song thant you can focus on.
First is the bureaucrat structure reform in that period which aimed to strengthen the emperor and debilitate the minister. It also improve the efficency.
Second is the change that government loosed the restriction on merchants, which also propell the economy. Before Tang, youth who came from a merchant family was not allowed to participate in the bureauceat-selecting exam, but they can do it after Tang.
