Smoking in public places (sentence correction)

Hi :)
I wonder if I wrote the sentences without any grammatical errors.

There are two significant reasons why smoking in public places is brought to attention.

-> His argument is that people should be able to smoke freely in all public places...

No, those sentences sound and look perfectly fine to me.

I think grammar is couldn't be learned easily. You should read a lot materials and books and also some outdoor classes are essential.

Actually, I find an error in the first one. "brought to attention" leaves me asking to whose attention?
