Private car ownership has grown dramatically in recent years. This has led to a rise in traffic congestion.
What could governments and individuals do to reduce congestion?

There is no doubt that nowadays there are too many private cars on the roads in the biggest cities in the world compired with, for example, thirty years ago. It is true that this is a major factor which brings the roads more traffic congestions or jams. In my opinion, the governments and individuals should do some effecient changes to decrease congestion. In the following paragraphs, I will give some my suggestions to our government and individuals what they have to include on laws or policies to decrease traffic congestion .
First of all, The government should get more tax on the importing vehicles and have a limitation of the numbers of cars which are impotes per month or year. I think that it will reflect the numbers of cars greatly. Moreover, more people are likely to buy second-hand cars because of cheap prices. For instances, in my country, we have not yet any car factors but almost everyone has his or her own car because some local companies import and sell second-hand cars cheap. Sometimes, there are car accidents which are related to engines happen and stop suddently in the center of roads. So, the government should also pay more attention to this issue.
Secondly, we can not reproach for only the number of cars in the cities. The government should pay attention to public transports such as how is convenient and how is about service and how is cheap. These are also become a effect of why people prefer their own cars to travel. So, in my opinion, the intensive developmenting for public transport is the best way that to reduce traffic congestion. Personally, in my country, it is difficult to catch a bus and we have to wait a long time even in winter. So, people living in my country are likely to choose another kind of transport such as their own cars.
Thirdly, car accidents which are related to people or cars affect to traffic congestion and jams too. People must follow the traffic rule. If people attend to traffic more gentle, I think, there will be have a drop in the traffic congestion. So, the law and policy related with roads should be analyzed by the government again.
To sum it up, in my opinion, the we have to investigate carefully what factor affects to this issue most. Then the we have to work on it.
