Your writing essay is fairly clear but there are also some small mistakes :
- ...recycling waste from home... (pharagraph 2 line 1)
- ...there was a decline... (pharagraph 2 line 2)
- ...among all groups (pharagraph 3 line 2)
- ...of that in France decreased significantly... (pharagraph 3 line 4)
- ... that every home in the UK recycled... (pharagraph 4 line 1)

Pay more attention to the tenses.

I have some notes for you :
- You did not write enough 250 words
- In the introduction, you did not give your opinion
- Firstly, secondly, thirdly,... not first, second, third,..
- You wrote too many points, but focus on none of them ( such as racial discrimination,the tuition fee). Instead, you should choose one and just write about that.

- Your conclusion was too general, it had to include all the point that you had written before
