How to write a thesis Q for my research paper on -ve health effects of imported food in the US?

Hi,
I'm writing a term paper on "Imported food and its negative effects on health in the USA". It'll be a 10-pager (~3,000 words) paper. I have somewhat researched the topic including import policies and some incidents of food poisoning from imported vegetables and meat/seafood products from China. I need your help to identify a thesis question for my paper along with three or four burning points of discussions/arguments based on which I'll construct the paper. The deadline is mid November. Please help.

The question: how can we check the quality ,how can we know that it is safe .What procedure for examine the products
