Many study fields provided to students every year in Laos, but there are not yet community service work course, while human resource requirement in this field has increased more and more for national development. Therefore, skilled people from overseas from community service work course could fill the gap of lacking of human resource in this field to help national development projects in both, urban and rural areas in Laos and play an important role in increasing a number of human resources in the study field through capacity building program. Furthermore, counselling skills from this study field will help the country to minimize the social problems, mental health in particular. Besides, the community service work will also benefit the donor country, Australia. Firstly, this program will benefit educational institutions to attract the students to study in these institutions through global professional network of this field. Secondly, the success of program will assist Australian's role in development domain at international stage, as it will illustrate a strong Australian commitment and a leading in high quality education and training provider, and research and innovation. Importantly, Alumni network of this program will be tools to tie the bilateral relations between two countries.
