I'm a 12th grade student and I'm apparently thinking to apply on some German Scholarships, but I don't know what kind of requirements and what kind of things to do first, since I want to enter into International Relations, will there be many opportunities for 12th grader? what is the percentage probability? I want to know what things I need to prepare before applying, and what kind of documents I need to submit, etc.
Any kinds of recommendations and critiques will be very helping and meaningful for me :))

I cannot specifically tell you what these are without knowing what scholarships you will be applying to. Those requirements are easily searchable and the forms are downloadable from the official scholarship websites. Yes, there is an opportunity for 12th graders to apply for undergraduate scholarships. You have a fair chance of qualifying along with the other applicants. What do you need to prepare? Well, they normally look for academic accomplishments, student community memberships and participation, as well as community contributions. It would also help if you can provide a degree of measurable language proficiency in German. It allows you to show that you have prepared to study in Germany to the best of your abilities.
For the motivational letter, what should I write if have some accomplishments or achievements that are not related to the field I want? Should I just write it?
As a 12th grader, you're eligible for many German scholarships like DAAD. Start by preparing your transcripts, motivation letter, recommendation letters, CV and language proof. Check each scholarship's requirements and apply early to improve your chances.

Not unless you can find some way to connect it to your motivation for studying the course. Please remember that you accomplishments do no factor heavily in a motivational letter since the content should be more aligned with your work experience, work accomplishments, and future career interests. This is assuming that you are planning to write a motivation letter for a masters course. A high school student is not normally asked for a motivation letter as that requirement is addressed by other common app prompt topics. Having unrelated accomplishments will not strengthen your application as it's usefulness to the course is not easily seen.
