Should Corruption be accepted in a certain stage of development?

I want to write about this topic, but I don't know what are my points, I just need some points, help me,,, my current points are just, first i will explain what is corruption why corruption happens, how corruption affects, what are the effects, why some people think that corruption should be in some stage of development,

are these okay to write 10-15pg paper, what should I add more, what should i talk more,

help me,,,

There's loads of information you can find, if you argue AGAINST corruption. Corruption exists in pretty much every third world country.

Things to look into:

Guatemala's justice system
Drug trafficking in Mexico
"President" Ortega in Nicaragua (esp last year's elections, which were held a year ago yesterday)

I don't think you'll find very much info stating that corruption is good or necessary at a certain stage of a country's development. This is probably because...it's not. The only reason anyone would argue for corruption would be for personal gain.

What kind of corruption? Modern day political corruption? These are a lot of questions to answer. You should investigate certain trends... or look for patterns. Are there certain "kinds" of corruption? Take a stand for a particularly interesting perspective! Or... investigate corruption in a certain place at a certain time in history.
