in writing section for university of washington "recomended" number of words is 500-650. mine is 700. does it matter? i though i might not becuz its "recomended" and not restricted.

I am not sure of this one... I would think that you should say within the recommended number of words, but you could still send in the one with 700 words because it's not restricted.
Maybe you should try to cut out some things from your essay to make it shorter.
I don't think that it will be a big problem if your essay is over by 50 words. However, one of the main reasons for word count restrictions is to see whether a student can effectively answer the prompt even with the restrictions. If you are able to do this, it will demonstrate your writing ability.
I don't think that 700 words would be a big problem. If they recommended between 500-650 words, 700 should be fine. They probably recommend that because too many people supplied 200-300 word essays that were not as detailed or 1000-1250 word essays that were too "fluffy".
You know, you can almost always improve an essay by cutting it down to size. See if you can find a sentence that seemed important to you, but is not important for the experience you are trying to create for the reader. Does that make sense???

Ohhhhh... I figured out the way to fix it. You were trying to write about 2 different things at the same time! I gave some ideas for cutting it down to size.

It is fine to have 700 words. The thing is read your essay again and see whether you have put in unnecessary stuff in it. Is it impactful or is it just beating around the bush. And if you find that it's perfectly fine, just go ahead and submit it. I don't think uni of washington will fault you for an interesting read. :)
