The primary responsibility of the civil servant is to sever the public. All his salary and other benefits are paid out of the public purse and he is hire by the public to administrate their affairs in any assign role. It is fundamental for civil servant to carry his duties neutrally; set apart his political affiliation, free him self ethnic prejudice, and his religious views .To sum, the base of all his actions is must be from the law.

The appointments for civil servants are held on merit because of nature of his duties that first and foremost demand neutrality and honesty. They should strive of the public good and betterment of their lives. They are expected to give truth advice to political leadership and bear the pressure, if they going out their limits. The real bosses of the civil servants are the General Public and they should always strive for their good.

A public servant should not play in he hands of elite and become a tool for advancement of their interest. There are not supposing to save the interest of Politician, Industrialist and other high officer but to sever the public with utmost vigilance and truthfulness. They must have the courage to stand for pressure of high ups if there demands are unlawful.

This is a good idea:
A public servant should not play into the hands of the elite and become a tool for advancement of their interests. --- I only changed it a little. When you say "the elite" in this sentence, it refers to "the elite people in society." You do not have to write all of that because when you say "the elite" the reader will understand what you mean.
