Help in choosing a topic to write about (significant issue in education)

I am planning to apply for a Ph.D. program in Curriculum and Instruction.

For one of the application requirements, I have to choose a "significant issue" related to education and say why it is important and what are the possible solutions for it.

My mind has gone blank and I cannot think of anything.

I would really appreciate any suggestions regarding what topic I can write about...
Hearing your suggestions will most likely provide a starting point for me to choose a suitable topic.
