The graph shows the average cost of housing in rural, suburban and urban areas in 2000 and 2010. In general, the average cost rose rapidly in two sectors which are rural and suburban through 10 years. But, the housing average cost of urban area rose slightly at the same stages.

In 2000, the housing average cost of urban was 150000$. Then, it grew rapidly two times through 10 years. Also, the average of suburban housing cost increased almost three times. It was 100000$ and through 10 years arrived to 270000$. The last sector of graph shows the rural area. It grew slightly through 10 years. It was 75000$ then, grew to 125000$.

In conclusion, the average cost of housing in urban area increased rapidly than rural. Also, the average cost of housing in suburban area grew fast than the rural area, but not faster and higher over the urban area.

I advise you to use synonyms instead of repeating yourself.
through 10 years = in span of 10 years = during the period = between 2000 and 2010 = in the period 2000-2010 = over 10 years period = over the period between 2000 and 2010
housing = accommodation = dwelling
shows = represents = illustrates
average = approximate = typical
cost = amount
urban area = downtown = in the city
suburban area = outskirts
rural area = country area/region
