Clarification about scholarship Letter of intent

I want to apply for scholarship. When I came to letter of intent I couldn't understand how can I write it with their rules.

"Candidates must choose a minimum of 3 programs for the Masters degrees. The total number of programs a candidate may apply is limited to 12."

In letter of intent I should write the specific subject to work on, however I should select at least 3 universities and departments. what should I do now?

I assume that the 3 universities and departments should be related to the subject that you want to work on?
