in every regions

You should have used the singular form "region" as the word "every" indicates singular form descriptions. In terms of gramamr rules: -S

female while the state of not being able to read or write in male

Since the reference is in the high digits for these, you should be using the plural form of the word. In this case, +S.

And the second

English grammar rules are very strict about conjunction usage. You cannot start a sentence with a conjunction. In this case, you should not have started with "and". The more appropriate opener would have simply been "The".

was Arab States

You should have used "were" which is the correct second person singular past indicative of "was". You have the right idea, just the wrong sentence formation for the most part. You need more familiarity and learning with English grammar rules with regards to how the word structure is used to form a proper sentence.
