Some people claims that an individual person behaves in an anti-social way because society in general is to blame. What are the causes and solutions of these anti-social actions and who is responsible for this?
In some aspects, modern society has distorted some moral as well as human value, border between right and wrong has never been so vague before. Anti-social actions issue reminds me of a principle of the Buddha: " Human's nature is good". I strongly believe that almost all anti-social actions have legitimate reasons and people do those are victims of serial complicated and harsh circumstances that they have subjected to suffer and it is a long process that good-natured human turns into criminals.
God is unfair in someways. From the moment we were born, luck has not smiled with all of us, at all time, and that's the way we call it destiny. Children are brought up under various conditions and people live in very different environment as well. Modern society contains many problems. To live, people have to compete harshly and suffer from stressful life. There are tough times when someone has to face unemployment, divorce, when effort brings nothing,... Experiencing continual bad lucks, it is normal for some people to have negative attitude towards life and society on the whole. Their protests are not irrational according to psychology.
Your reason about why it is society that is to blame when an individual person behaves in an anti-social way is sound and thoughtful, and there is no apparent grammar errors, but you don't give your reason about what are the solutions and who is responsible for this.
As for me, I believe everyone should realize that although we can not change our family background, in other words, the start of our life, we still have opportunity to change the destiny of us. It is said the meaning of life does not depend on in what position we are when we reach the end of life, but the distance between the start and the end of our life. Therefore, we don't need to complain everyday about why God is so unfair, just try to make a change. Admittedly, in a way, circumstances are to blame, but as to who is mainly responsible for the behavior of anti-society, I think it is the individual.
The solutions of anti-social actions are so complex. Merely focus on individual is of little use, but should resort to the government. Sometimes the government should both take the humanistic strategies and compulsory measures.

The two paragraphs you have written are well suited for an introduction, but I don't think it should stand alone as it is now.

Frankly, we could blame this situation for no one. It is undeniable that life is tough and surroundings affects our thinking as well as our deed profoundly, we- homo sapiens, must learn how to live better. Changing background is not at hand, but changing attitude and actions is the matter that everyone can self-determine. Everyone should be mainly responsible for his actions. As long as stopping complaining difficulties, people can have more energy to struggle and enjoy life with the optimistic view. This also affects positively on others's attitude, so anti-social behaviors are less likely to occur.
Resolving this problem is complicated and time-consuming, it requires the cooperation of the whole society and government must play the crucial, active role. Ensuring social justice is vital. Government should focus on helping rather than trying to find ways to punish.
