UK Technology and Engineering

My major was electronics engineering at 000 University. While I studied various subject of electronic engineering, I could understand the importance of the role of science and technology in our society as well as getting technical knowledge. In particular, I had a chance to take a lecture by the Minister of Information and Communication. At that time, although the efforts of the researchers were important to secure improved technology, I realized the importance of well-made policy, and I had a dream that I want to contribute to the development of science and technology in the administrative field. After all, I became a government officer, and I am now engaged in the Ministry of 000 which is responsible for science and technology policy of our nation.

Prior to working at the Ministry of 000, I worked at the Ministry of 000 from 2009 to 2011, and my duty was to support dormitories at highschools which are located in rural areas. The goal of the policy was not simply to support the dormitory facility, but to allow students from rural areas to encounter a variety of educational programs without leaving their hometown. The problem, however, was that many schools will operate dormitories as a medium for entrancing prestigious schools. Thus, I strived to make stakeholder understand the purpose of the policy so that achieving the goal of the policy. Consequently, I was able to learn the process of establishment and implementation of a policy.

From 2011 to 2014, I worked in the Division of Nuclear Policy. During my tenure, I contributed to establish some mid- and long-term plans to efficiently promote the level of nuclear technology. In particular, since the accident at the Japanese nuclear power plants, our government had set a goal which aims to dismantle nuclear facilities safely. I also participated in that task, and our team established a policy which is called 'Dismantling Technology Development Plan'. In the process of that task, I discussed in-depth with nuclear experts about current technology level, future technology needed, and how to acquire new technology, and I was able to learn how to utilize expert groups while establishing a policy.

Since then, I have been responsible for constructing a university specializing in science and technology for bringing up outstand students in science and technology, and I am currently in charge of managing national budgets which are related with our organization from 2015.

When it comes to the motivation which I decided on studying in the UK, the UK has already carried out the creative economy policy before long, and as a result, the UK has led to a major change in the fourth industrial revolution. Many countries are striving to take the lead in the 'Fourth Industrial Revolution' and our government is also striving to be a leader in the future as a science and technology powerhouse. I think studying in the UK is a great opportunity in terms of seeing and feeling directly the progress of the UK's policy which is ahead of our country.

In addition, the masters of public administration of you has specialized curricula for government employees, and I believe that your course will certainly help me to broaden policy perspective as well as to strengthen analytical ability and managerial skills to improve current job performance or prepare for new responsibilities in the public sector.

Given the opportunity to complete your course, I will study how to establish a more efficient science and technology policy. In order to achieve my goal, I will particularly focus on analyzing the results and problems in terms of the science and technology policy making process and its implementation by the UK and other developed countries. My study in your course will be an opportunity to upgrade my policy making skills and I believe that my experience of studying various overseas cases will expand my depth and breadth of knowledge.

government official in Nuclear Research Institute

I am a central government officier in our country. The main task of central government officials is to estblish national policies, and we have more opportunity which we can encounter various stakeholders than other people in the process of policy establishment. For example, when I worked in the education department, I worked with several principals to discuss the direction of certain education policy, and when I worked in the nuclear energy department, I worked with experts from a national research institute to development of nuclear energy policy. Thus, through such working activities, I think I have been able to improve my networking ability and helped me to build a good network

In other words, professional networking and excellent communication skills are essential to carry out well their job for government officials. As an example, after launching current regime in our country, government officers should try to effort realizing a core policy, which is called "creative economy". Thus, our minister have tried to visit research places as many as possible in order to understanding situation of researchers. In this regard, our minister ordered a task to our depertment in which establish a plan to visit the Nuclear Research Institute. Unfortunately, at that time, the chief of our department and my peer who was in charge of that task were on summer vacations, so I had to deal with the task on my behalf. Although I did not know well about nuclear research institute as a whole, I should make a impressive plan. Fortunately, I was able to get in touch with the person in charge of commercialization or spin-off of the technology at the Nuclear Research Institute through the personnel of the Nuclear Research Institute who had made the human relations with me through the work in the past. Through negotiating with the person in charge several times, I could select a technology that seemed to be the most successful, and I finally organized the visit plan. By my plan, our minister visited the Nuclear Research Institute without any problem. This experience enabled me to realize the importance of networking skills again.

Based on my current networking skills, if I become a part of Chevening, I believe that I can interact well with the members of Chevening and somenone who would meet during the course of study in the UK. I also expect that international experience will broaden and strengthen my networking skills, and I will come back to our country with one step forward. Lastly, I will be in charge of national policy making in various fields in the future, and I believe that new experiences will help me to lead the organization and contribute to social development.

Research and development (R&D)

Although our nation's R&D investment is steadily increasing, R&D policy have still focused on solving the gap of technology with developed countries. However, unlike in the past, in a situation where the gap with developed countries is greatly reduced, research and development policy should forward to develop new technologies. I am currently a member of a ministry responsible for the science and technology policy of our country and will still be working in the same ministry after returning from the training. Therefore, there is always a need to think about how to establish an innovative policy.

While studying in the UK, I will study the process of policy making of developed countries, and outcomes and problems when implementating policy. In particular, I was already given a detailed task from my ministry on 'Establishment of Science and Technology Policy to Improve the Quality of the National Life'. Thus,soon after returning from the UK, I will submit a policy proposal to our government based on what I have studied, and I will work at the relevant departments to ensure that this is implemented as a policy.

Specifically, based on the knowledge gained during the training period, I will establish a science and technology policy aimed at finding out things which people feel uncomfortable in daily life(for example, How to reduce fine dust using science and technology) and solving that problems. Of course, our government is already executing a national project which is related with finding social problems and solve them. I will try to make the present policy richer based on the expertise which is expected to learn after the training, and as a result, I want to make our nation's people feel happy by science and technology.

From a long-term perspective, I would like to make our nation one step forward through science and technology policy. As an example, I worked in the department of nuclear research and development over three years. At that time, I realized that the technology to control nuclear is more important than the use of it. It is expected to take a long time, but I want to contribute to build certain environment and infrastructure in order to enable the development of technologies that can be safely dismantled after using nuclear facilities.

My perception of leadership

At first, in my opinion, the leadership that many people pursue in the present age is smooth communication and collaboration. One of the reasons is that unlike the past when genius like Einstein was able to do everything by himself, it is impossible to do all things alone, no matter how superior individuals are in today 's sophisticated society.

I am a governmnet officer and I am working at the central ministry. The main task of central government officials like me is to establish various policies, and it is very important to communicate and collaborate with various stakeholders in order to establish a policy.

In my case, I am still in charge of supporting my supervisors, so my duty is mainly collecting and organizing data to formulate policies, and organizing and submitting data required by the National Assembly or other organizations. By the way, I use the data that I already have, but in most cases I need to submit the data from the subordinate institution (for example, National Research Institute) that belongs to my department.

In a series of the processes, most government officers do not consider the personal circumstances of their subordinate staff, but they are required to submit materials within a short time without specific guidelines. However, in my case, I clearly explain the scope and format of the required data, and confirm the date of submission first. It is also always receptive to providing a more reasonable opinion on the scope and format of the data required by the subordinate staff. Finally, I will contact the original data requestor to explain our situation and adjust the scope of the data and the schedule for submission.

This increases the efficiency of the work and improves the accuracy of the data, and reduces the likelihood of reprocessing things. In addition, I think this type of work process is likely to increase the bond with subordinate staff, and in times of urgency (for example, nuclear power plant malfunction), the staff would cooperate without complaint. In addition, I was evaluated by the subordinate agency staff who worked with me, although it was subjective evaluation, to be able to work more effectively than ever due to my work style.
